Escambia County, a Florida government serving nearly 300,000 residents, struggled with a stale, hard-to-manage website built on a problematic Drupal implementation. Non-technical staff couldn’t update content without developer help, and the platform lacked easy customization and CI/CD support, leaving the county unable to deliver the responsive digital services residents expect.
