Escambia County, a Florida government serving nearly 300,000 residents, struggled with a stale, hard-to-manage website built on a problematic Drupal implementation. Non-technical staff couldn’t update content without developer help, and the platform lacked easy customization and CI/CD support, leaving the county unable to deliver the responsive digital services residents expect.
In 2016 the county adopted Progress Sitefinity, a .NET, developer-friendly CMS that simplified content management, enabled custom modules and integrated with tools like Siteimprove for accessibility. The change drove a fourfold increase in web traffic, far fewer content-support tickets, ongoing content updates, and more than 31 custom modules and integrations (e.g., CivicClerk, Agenda Quick) that let the team deliver faster, more inclusive digital services.
