A PRICE Systems Case Study

Preview of the Parliamentary Budget Officer Case Study

Parliamentary Budget Officer - Customer Case Study

The Parliamentary Budget Officer (PBO), an independent office providing analysis to the Canadian Parliament, faced the challenge of estimating the cost for a new class of Arctic/Offshore Patrol Ships. With a unique hybrid design, the project negated traditional estimation methods, leaving the PBO starved for comparable data and detailed information. To provide a credible, independent budget analysis, they turned to PRICE Systems.

PRICE Systems provided its TruePlanning cost modeling software and parametric estimating methodology expertise. This solution enabled the PBO to create high-confidence, risk-adjusted cost models using high-level ship descriptors. The result was a finding that only four ships, not the planned six-to-eight, could be built within the stated budget at an acceptable confidence level. This independent analysis, powered by PRICE Systems, gave Parliament the critical insight needed to consider budget increases or capability amendments to ensure the project's success.
