A PowerDMS Case Study
Delaware Valley Trusts provides property/liability, workers’ compensation, and health coverage to more than 160 public entities in Pennsylvania and Delaware, with a Risk Control team focused on loss prevention for high‑risk operations like law enforcement. After seeing that agency policies, officer acknowledgment, and documented training were routinely scrutinized in liability claims, the Trust faced the challenge of getting high‑quality, up‑to‑date policies into officers’ hands and reliably documenting comprehension—especially as mobile technology became standard in patrol vehicles.
To solve this, the Trust used risk‑control grants and partial reimbursements to incentivize member agencies to adopt PowerDMS, a cloud‑based policy and training management system, and to purchase mobile workstations. The platform reduced time spent maintaining policies and collecting signatures by 50% or more, streamlined accreditation management, and strengthened legal defense by producing the policy in use plus records proving officers received, understood, and were tested on it—reducing risk and improving operational compliance.
