How Bass Coast Shire Council Created An Employee-centric Intranet

Bass Coast Shire Council, a local government agency serving around 36,000 residents and employing over 400 staff, faced an outdated, on‑premises intranet that required a VPN, had stale content, and was clunky and hard to use. To meet objectives to connect people, decentralise content creation, and provide an easy‑to‑use platform, Bass Coast chose Powell Intranet from Powell Software.

Powell Software, implemented via a four‑month project (with Prometix support), delivered TORI — a SharePoint Online–based intranet that employees can self-manage. The Powell Intranet quickly became the primary internal information source, boosted employee connection with a people directory and daily access on login, and drove strong adoption: five months after launch departments continued contributing (55 new articles from 38 contributors in one month), with usage described as “fast, natural, and straightforward.”
