A PoolParty Case Study
The Council of Europe launched a pilot to make its legislative voting records openly available as Linked Open Data. Working with PoolParty, the organization needed to turn previously non-open vote data into a highly usable public resource, despite having no pre-existing solution approach for this pioneering open data project.
PoolParty implemented an open data portal using UnifiedViews, Virtuoso, Apache HTTP Server, and a Spring web app to clean, transform, and publish the data as RDF Datacube-based Linked Open Data. The result was a knowledge graph of 311,000 RDF triples, exposed through a SPARQL endpoint and visualizations, enabling citizens, researchers, journalists, and activists to explore EU Council voting patterns more easily.
