Louisiana Housing Corporation (LHC), a State Housing Finance Agency, needed better authoritative data to understand why developments were not being proposed or funded in certain parts of Louisiana, and to help explain why those communities were strong candidates for development. LHC also wanted a more efficient way to prepare for meetings with elected officials and to inform its Qualified Allocation Plan priorities.
