Baltimore County Public Library - Customer Case Study

Baltimore County Public Library used PolicyMap to better understand who was actually using each branch and to improve how it defined branch service areas. The library’s challenge was that service areas had been assigned by location rather than by where customers lived, making it difficult for branches to respond to local needs and for staff to plan effectively.

Using PolicyMap’s data uploader and custom region tools, the library mapped customer addresses to branch usage and created updated service area boundaries for each branch. PolicyMap enabled Emily Gamertsfelder and Rachel Blythe to produce maps and demographic reports for each area, helping staff target services and programs more accurately to constituent needs and supporting more informed system-wide strategic planning.
