Honolulu boosts park access 29% and health services 22% with Polco

The City and County of Honolulu faced challenges in maintaining its heavily used, year-round parks and recreation facilities and in providing health services during the COVID-19 pandemic. To address resident concerns identified through Polco's National Community Survey (The NCS), the city sought to improve crowd management, trail accessibility, and wellness offerings for vulnerable populations.

Working with Polco to measure resident sentiment, Honolulu implemented several solutions. These included a new online reservation system (PROS) for parks, trail renovations, the creation of online fitness classes (Pāka ma ka Hale), and health resources like the oneoahu.org portal. As a result, Polco's data showed positive ratings for walking trail availability dramatically improved from 32% to 61%, and positive ratings for health services increased by 22% to 59%. The city also established community gardens to address food insecurity for over 1,100 residents.
