Polco implemented a survey that successfully identified the key experiences and leadership skills residents valued most, including addressing homelessness and public transparency. The results verified that the community and the police department were aligned. This process led to the internal hiring of a new chief who had unanimous support. The survey itself demonstrated the city's commitment to engagement, reinforcing the existing high trust in the police department, which was measured at 87%.
