The City of Laguna Beach sought to establish a comprehensive baseline of sentiment from its residents, business owners, and government employees to guide data-driven decision-making. To achieve this, they partnered with Polco to implement a suite of scientific surveys, including The National Community Survey®, The National Business Survey®, and The National Employee Survey®.

Polco's solution provided the City with a clear benchmark against past results and other communities. The results quantified a high quality of life for residents and positive ratings for many services, while also revealing specific challenges in community mobility, business retention, and workforce support. This data gave Laguna Beach a strong baseline from which to develop targeted interventions and measure future progress.
