Brown and Caldwell, serving as Program Manager for the Sacramento Regional County Sanitation District’s EchoWater program, needed to centrally manage an eight‑year, $3 billion portfolio of wastewater treatment design and construction projects (and later a $460 million South County Ag/Harvest Water program). Their challenge was to coordinate planning, design, procurement, contracts and stakeholder communications across many projects, teams and external contractors, so they adopted PMWeb Inc.'s PMWeb enterprise project and asset management solution.

PMWeb Inc. delivered a configured system with core BI/reporting, cost/contracts, scheduling, procurement, risk/change and asset management modules, integrated with Primavera P6 and automated via SSIS. The quick‑start implementation went live in 90 days and scaled from about 40 users to over 350 by 2020, supported hundreds of schedule activities, provided dashboards, custom reports, training, and a dedicated administrator, and helped Brown and Caldwell successfully deliver the EchoWater program and transition PMWeb to the $460M Harvest Water program—improving visibility, standardizing controls and supporting measurable program-scale delivery.
