NASCO Uses Planview Enterprise to Move from Time-Based Billing to Deliverable-Based Billing

NASCO, an IT services provider owned by and exclusively serving Blue Cross and Blue Shield Plans, needed to move from time-and-materials billing to a Deliverable Based Budget Methodology (DBBM) with three payment gates and predefined success criteria. While the methodology met customer needs, it created internal challenges around determining when work was complete for invoicing and managing cash flow and labor expenses, and required system and process support for project planning, financial tracking, and reporting.

Leveraging and expanding their Planview Enterprise implementation, NASCO configured custom work structures and WBS templates with pay‑gate milestones, built a financial planning model and lifecycle controls to lock baselines, and used Business Objects reports (payment‑gate tracking, financial validation, invoice template, variance) to automate and validate data. The result was reduced manual effort, real‑time visibility and transparency between finance and project management, improved fiscal control, and stronger program performance and customer satisfaction.
