BlueCross BlueShield of North Carolina (BCBS NC) is the state’s largest health insurer, serving nearly four million members with about 4,500 employees. BCBS NC implemented Planview Enterprise, applying a Capacity Quadrant approach with scoring models, integrated investment and capacity planning, requirements and allocations, and executive analytics. This enabled prioritization of high‑value projects, weekly resource allocations and 12–24 month forecasting, and on‑demand dashboards for executives and project managers. Outcomes included optimized staffing, better alignment of work to strategy, a 30% reduction in project manager administrative time, elimination of 1.5 business days from the weekly status report, and an extended, more confident planning horizon of 12–18 months.
