Blue Cross Blue Shield of North Carolina Transforms Planning and Delivery to Drive Agility

Blue Cross Blue Shield of North Carolina (Blue Cross NC), the state’s largest health insurer with about 3.9 million members and 4,700 employees, needed to reimagine its operating model to become a health system model. Leadership found traditional planning, resource allocation and delivery practices limited its ability to shift from volume to value, leverage data and digital channels, and scale work to improve member health outcomes.

Blue Cross NC implemented a hybrid continuous planning/continuous delivery approach with Planview Enterprise One, restructured teams, aligned enterprise architecture, and built a leadership coalition to pilot and scale practices.
