Tulare County Information & Communications Technology (TCiCT) supports over 14 county agencies with 150+ staff across five business units and more than 30 active projects. After five years on Sciforma, TCiCT faced poor project metrics, weak effort/time tracking, no in-context work notes, limited adoption by project teams, and no robust API to integrate with ServiceNow and its proprietary time system—making project status and costs largely guesswork for the PMO.

TCiCT implemented Clarizen as a middleware solution, integrating it with ServiceNow and the county’s time-management tool via APIs and going live within six months. The nightly sync of tasks, assignments and timesheets plus in-context discussion threads drove adoption and visibility: monthly status updates rose to about 2,500, roughly 3,400 labor hours are now tracked per month, direct billing became possible, and the PMO gained real-time insight into effort, cost and resource utilization.
