Resolving Inconclusive Parcels in Slovenia with Planet Fusion

The Slovenian National Paying Agency (ARSKTRP), which administers the Common Agricultural Policy (CAP), faced a significant challenge in monitoring agricultural activity for subsidy verification. Nearly a quarter of the country's small and narrow parcels could not be reliably assessed using standard Sentinel satellite data due to resolution and cloud cover limitations, creating a large administrative burden of inconclusive cases. To address this, ARSKTRP worked with vendor Planet and their service provider Sinergise.

Planet’s Fusion data product provided a high-resolution, analysis-ready solution that was harmonized with Sentinel-2. This integration allowed the agency’s existing machine learning models to analyze previously inconclusive parcels. The results were substantial: Planet Fusion helped reduce inconclusive parcels by 73%, from 246,000 to 66,000, leading to direct cost savings of over €1 million in reduced manual follow-up activities and an additional €70,000 in saved field visits.
