The State of Utah modernized its identity and access management to make government services more reliable, scalable, and secure as online demand grew. Facing frequent outages, brittle legacy systems, and the need to consolidate and expand roughly 1,400 online services for citizens, businesses, and employees, the state sought a platform that would support cloud adoption, stronger security, and simpler administration.
Utah deployed the ForgeRock Identity Platform, integrating more than 900 applications and consolidating about 1.7 million identities into a unified IAM environment that one engineer can manage. Cloud apps were sometimes onboarded in 15 minutes, provisioning and self-service reset workflows reduced help-desk load, and automated role-based access improved efficiency—driving projected savings of up to $15 million over five to six years, higher citizen satisfaction, and a foundation for advanced, risk-based authentication and regulatory compliance.
