South‑East Regional Health Authority (Helse Sør‑Øst RHF) is one of Norway’s four regional health organizations, responsible for specialist care to 2.8 million people and nearly 80,000 employees (about 30,000 monthly portal users and 17,500 nurses weekly). Sykehuspartner needed a secure, scalable way to provide single sign‑on across 80+ enterprise applications and multiple organizational domains to eliminate multiple passwords, reduce help‑desk logon calls, avoid cross‑domain Active Directory trusts, and limit password storage in legacy systems.
Sykehuspartner deployed PingFederate with Quest Identity Manager and Microsoft Active Directory in high‑availability, federated configurations; planning took months, but the federation server and production app integrations (for example the Resource Planning Portal) were installed in a day. The SSO now securely handles peak loads of about 30,000 users, has significantly reduced support calls, and supports integrations with Office 365 and a custom Birth Registration Service, with additional national services planned.
