French Government Agency Provides Easy and Secure Access to 35 Different Pension Schemes for Tens of Millions of Users

Caisse Nationale d’Assurance Vieillesse (CNAV), which runs France’s largest state pension scheme L’Assurance retraite and holds personal data on more than 32 million people, was charged with building info-retraite.fr — a consolidated portal for all workers and pensioners. The project required robust digital identity and authentication across a complex ecosystem of partner services and legacy systems, with strict security, high performance and extreme scalability to support rapid user growth and integration with the national FranceConnect service.

CNAV implemented the ForgeRock Identity Platform to provide WebSSO, Access Management and API-based authentication, including seamless FranceConnect logins (used by ~25% of registered users). The platform delivered the required performance and scalability — handling 120,000 sign-ups in the first two days — while enabling secure, frictionless access to services across 30+ pension schemes. CNAV is now extending the solution to unify identity management across other social services, simplifying architecture and reducing IT costs.
