Maricopa County Automates Sourcing and Saves $1M

Maricopa County, the nation’s fifth-largest county and purchasing authority for 55 agencies, was managing a $750 million annual spend with outdated procurement processes, limited business intelligence, looming staff retirements and pressure to justify any new technology during Arizona’s recession. The County needed to aggregate demand, increase competition, reduce maverick spending and shorten solicitation processing time, and selected Periscope Holdings’ BidSync Source to meet those needs.

Periscope Holdings deployed its BidSync Source SaaS eProcurement platform — including reverse auctions, vendor management, electronic bid responses, automated tabulation and a security lockbox — and Maricopa saw immediate ROI: early reverse auctions and initial bids saved more than $1 million and exceeded the five-year implementation cost. The solution improved transparency and speed of awards and is projected by Periscope Holdings to deliver about $28 million in savings over five years.
