City of Baltimore Triples Purchasing Efficiency with BuySpeed

The City of Baltimore faced a cumbersome, paper-based purchasing process that left requisitions aging, lacked visibility across 44 departments and 500+ staff, and limited vendor competition. To modernize procurement, the City selected Periscope Holdings' BuySpeed® eProcurement system (rebranded locally as CitiBuy) to replace manual requisitions, approvals, vendor registration and bid posting.

Periscope Holdings implemented BuySpeed®, integrated it with the City’s financial system (Microsoft Dynamics), and enabled web-based requisitions, vendor punch-outs and automated invoice matching. The solution tripled purchases processed per month (from ~500 to >1,500), reduced open requisitions by 50%, increased registered vendors from ~3,000 to ~10,000, supported about $230M in purchases via 15,000 POs in 2009 and processed 46,000+ invoices; 96% of standard release requisitions are now completed in under three days and 98% of direct releases in under one day, markedly improving cycle time, transparency and vendor competition.
