Virginia Department of Transportation - Customer Case Study

The Virginia Department of Transportation (VDOT), a state agency of roughly 8,000 employees responsible for a 58,000-mile highway network, faced limited visibility because its legacy HRIS was owned by another agency and critical workforce data lived in multiple siloed systems. This made ad hoc reporting and data-driven decision making difficult for HR, managers, and staff.

VDOT implemented PeopleFluent’s OrgPublisher Premier to aggregate data nightly from about 10 disparate sources and publish 70+ dynamic org charts and role-specific views (HR-only, compensation, contact, career planning) with secure, role-based access. The solution normalized and made data searchable and exportable, enabled headcount and certification tracking, and put actionable, dimensional workforce information in employees’ hands — turning reporting into data-driven decisions and extending the usability of the legacy HRIS.
