Using Pentana Risk to manage performance across multiple City departments

The City of Orlando, a municipal government serving over 235,000 residents with more than 3,100 staff, adopted Pentana Risk in 2008 to tackle the new and complex challenge of tracking its Strategic Plan and improving city-wide performance management. The city needed a way to measure and report progress across multiple departments, build employee trust in the process, and eventually integrate operational data into a single performance management system.

Pentana Risk was rolled out across departments to manage more than 1,150 performance measures and 120 licensed users, using hierarchical goals, department scorecards and a traffic-light status overlay for at-a-glance performance. Departments such as Legal, Economic Development, Transportation and Fire use tailored scorecards, snapshots and action tracking (the Fire Department alone manages ~450 measures) to monitor daily, weekly and strategic performance, generate personalised reports and support budgeting — resulting in improved visibility, control and routine use of performance data.
