Scottish Borders Council (SBC) needed to unify fragmented risk, audit and performance processes: managers were identifying risks at chief executive, directorate and service levels but used separate systems, making it hard to link risks to business plans, track mitigation actions, and manage audit recommendations. The council also found duplicated common risks across units and lacked a single transparent way to monitor progress and accountability.
SBC migrated all risk registers and action plans into Pentana Risk, replicating its organisational hierarchy, using heat maps, linking risks to business objectives, mandating Action Central entries for high risks, scheduling regular reviews and importing all internal and external audit recommendations. The result was streamlined tracking of actions and audits, improved governance and internal control, time savings for auditors, reduced duplicated risks through a standard categorisation and consolidation process, and better risk‑based audit planning.
