Harrogate Borough Council faced fragmented performance information and no corporate framework for monitoring or reporting, which made comparing data and coordinating action and risk planning time-consuming and unreliable. Following a major restructure, the council piloted Pentana Risk in its Development Services department to build an accurate audit-ready dataset and demonstrate how the tool could improve performance management.

Over a six-month rollout the team consolidated historic and current data, standardised policies and responsibilities, and trained more than 60 users using a memorable traffic-light approach to drive adoption. Pentana Risk produced reliable, publishable management reports, shifting the council from reactive data-chasing to a proactive performance function that managers and councillors now rely on—and that the council even publishes on its website.
