Toowoomba Regional Council upgrades Clifton STP with Pensar to irrigate 45Ha via 3 centre pivots

Toowoomba Regional Council engaged Pensar to upgrade the Clifton Sewage Treatment Plant (STP). The challenge was to modernize the facility while it remained fully operational, which required managing one lagoon for effluent storage and another on standby. The project also involved designing a new process with many unknowns, including a new waste stream introduced mid-project and a lack of historic site data on effluent quality.

Pensar implemented a design and construction solution that included a new recycled water irrigation system, process upgrades, and a new control system. Through close collaboration with the council and chemical suppliers, including trials to select the most appropriate flocculant, Pensar successfully delivered the upgrade with minimal plant shutdowns. The result was an optimized process that achieved best value effluent quality and ensured no impact on adjacent cattle pastures, providing capacity for future growth in the area.
