ISBAK, the Istanbul IT and Smart City company responsible for the Istanbul Metropolitan Municipality Traffic Control Center, needed to integrate and upgrade a sprawling surveillance network to provide high-quality, reliable video for incident detection and to reduce traffic delays across the city. ISBAK partnered with Pelco, initially using Pelco’s Endura VMS and now transitioning to Pelco’s VideoXpert VMS and Pelco IP cameras to modernize monitoring and analytics capabilities.

Pelco implemented an end-to-end solution controlling more than 1,000 roadside cameras across nearly 600 locations—including 200+ Spectra domes, around 800 Esprit PTZs, 167 Esprit HDs and Sarix fixed cameras—managed centrally with VideoXpert and Endura. The Pelco system enabled 24/7 multi-site monitoring, multicast bandwidth savings, built‑in analytics (alarm management and license plate recognition), and improved low-light/high-resolution imaging, leading to faster incident detection and dispatch and measurable improvements in traffic flow and reduced congestion on major arterials.
