PDF/A and searchability at the Federal Ministry of Justice

The Federal Computing Centre (BRZ), an IT service provider for the Austrian government, faced a challenge making the thousands of PDF documents received daily by the justice ministry electronically searchable and compliant with long-term archiving standards. To address this, the BRZ partnered with Pdftools and implemented its 3-Heights® PDF to PDF/A Converter, which was integrated using its Java API.

Pdftools' solution combined its converter with an ABBYY OCR engine to successfully transform incoming documents into searchable PDF/A-1b files. This provided the justice system with a stable, scalable, and automated processing workflow, ensuring high conversion and character recognition rates. The implementation by Pdftools established a foundation for the ministry's comprehensive digital file management system.
