Case Study: City of Westminster achieves a 16% reduction in older diesel vehicles and modernised real-time parking with Passport

A Passport Case Study

Preview of the City of Westminster Case Study

Transitioning mobile payment providers for a more innovative, configurable solution

The City of Westminster, one of London’s busiest boroughs, needed an intelligent parking solution — real-time bay availability, mobile payments, and a diesel surcharge to cut emissions — but its existing mobile payment provider had technological gaps and poor app ratings that blocked those goals. Westminster chose Passport to deliver a configurable, partnership-driven mobile payments and parking solution, deploying the ParkRight app to meet the city’s specific requirements.

Passport built and launched ParkRight, integrating with bay sensors and DVLA data for a diesel surcharge, and managed a smooth transition with dedicated support and user communications. The results were rapid and measurable: utilization surpassed the previous provider within two weeks, app ratings climbed from 1.5 to 4.6, ticketing accuracy reached 99%, mobile transactions increased (with IVR declining), and there was a 16% reduction in older diesel vehicles — equating to over 250,000 fewer polluting vehicle visits per year to Westminster’s kerbs.
