Eastern Washington University, located in Cheney, Washington, serves about 13,000 students and was struggling with obsolete fee enforcement equipment, limited enforcement staff, no boot/tow policy, and poor permit compliance. After six months of problems with a mobile enforcement provider, EWU turned to Passport and its License Plate Recognition (LPR) solution to modernize campus parking enforcement.
Passport deployed its LPR system in July 2017, delivering faster, more reliable enforcement and strong support from implementation through ongoing upgrades. The change cut ticket management and processing time by roughly 80% (from 2–3 weeks to 3–5 days), increased citation issuance by 25%, and generated about $20,000 in additional revenue in the second year; the all-inclusive solution also avoided extra upgrade costs, performed well in winter conditions, and improved overall efficiency.
