A Passport Case Study
The City of Buffalo partnered with Passport to address aging pay-and-display machines and single-space meters that were, on average, more than 10 years old and costly to replace (up to ~$10,000 per unit). Facing rising smartphone usage and a desire for a modern, digitally integrated parking system, the city sought a user-friendly mobile payment solution and selected Passport’s branded Buffalo Roam mobile parking app.
Passport implemented the Buffalo Roam app and integrated its mobile payment and back-office system with Buffalo’s enforcement tools, covering roughly 2,700 parking spaces. The program increased app utilization from about 20% to 50%, enabled mobile-pay-only zones (including testing around the NHL arena, now 8 zones), delivered real-time enforcement and parking data for better decision-making, and reduced ongoing hardware purchase and maintenance costs.
