With Passport’s mobile payments and back‑end mobile enforcement system, Asheville saw rapid gains: a 7.8x transaction increase between the first and last six months of launch, 2x higher per‑transaction revenue with mobile pay versus meters, and 3x utilization within the first year. By year end overall revenues rose more than 106%, average transactions increased from $1.00 (cash) to $2.05 after rollout (mobile averaged $1.74), about 700 new users signed up monthly, appeals processing time dropped 75% (from 2 hours to 30 minutes), and the city reduced meter maintenance and coin‑collection costs while improving enforcement coverage.
