A partnership to streamline and optimize enforcement operations

The City of Portland, Maine faced growing congestion and parking demand as more residents and visitors increased strain on curb space. To modernize payment and reduce meter-related friction, the Portland Bureau of Transportation partnered with Passport to deploy a private‑label mobile pay solution branded as the Parking Kitty app.

Passport built and configured the Parking Kitty app to fit the city’s personality and supported a fast, integrated launch—street teams, PR, radio, signage and a promotional music video—to drive adoption. The Passport solution now serves roughly 14,000 spaces, reached about 20% utilization in under a year, generated international media attention (TechCrunch, USA Today) and nearly 20,000 views on the promo video, and has measurably simplified parking for drivers and local businesses.
