A creative solution to manage parking effectively for a growing campus, with limited parking staff and budget

Baylor University, a private institution in Waco, TX, was struggling to manage rapid campus growth—three new 1,000‑space facilities and the removal of interior lots—while a seven‑person Parking and Transportation Services team was responsible for nearly 11,000 spaces. Facing limited parking infrastructure and a campus culture that expected free parking, Baylor turned to Passport and License Plate Recognition (LPR) technology to modernize enforcement.

Passport implemented LPR‑enabled vehicles with cellular connections to the permit database, introduced e‑citations and a visitor citation‑suspension workflow, and extended consistent enforcement across campus. The results were dramatic: Passport’s LPR solution quadrupled enforcement manpower/efficiency, roughly doubled citation issuance (from ~25,140 to 57,413), and enabled enforcement across 11,000+ spaces while improving safety and administrative accuracy.
