Enabling Economic Development Through Smart Parking and Mobility Tools

The City of Norwalk, Connecticut sought to modernize its parking system to support economic development and a growing population. The Norwalk Parking Authority needed a convenient, low‑cost mobile payment and management solution for its 4,281 on- and off‑street spaces and diverse users, and in 2011 selected ParkMobile’s pay-by-phone mobile parking app to provide an on-the-go payment option with no upfront capital cost.

ParkMobile rolled out a six-month pilot in South Norwalk and then expanded citywide, adding features such as reservations, event discounts, commercial validation, and expanded coverage to parks and beaches. The result: from 130 transactions in the first month to about 15,000–16,000 monthly transactions from roughly 8,000 monthly users, a 158% increase in app transactions over two years, strong user retention (“99% of the time, once someone uses the app, they never go back”), and improved outreach and customer convenience.
