Like the City of Boulder, You Too Could Implement a Demand-Based Parking Ecosystem

The City of Boulder partnered with ParkHub to improve visibility into parking behavior and address a lack of historical data for its paid parking program. Before the project, parking rates were assigned without context, and the city had limited insight into utilization trends or how to plan for future parking needs.

Using ParkHub’s Smarking BI tool, Boulder analyzed block-by-block occupancy data to identify high- and low-utilization areas and support demand-based pricing decisions. The city used these insights to recommend updated 2023 rate structures, including raising the on-street price floor to $1.50/hour and setting some high-demand blocks at $2.00/hour, with the goal of improving turnover, reducing cruising, and better managing congestion.
