Cloud-Based Solution for Continuous Access to a Highly-Restricted Government System

A European non-profit runs a centralized education portal that connects more than 50 higher education institutions and over 10 types of student information systems to a government agency that funds education. Because the portal relies on tightly controlled government services, partner institutions and SIS vendors could not access a complete test environment and therefore could not perform realistic end-to-end testing of critical application flows.

Using Parasoft Service Virtualization, the non-profit created a secure, cloud-based simulated test environment that reproduces the government system’s behavior (communications secured via SSL/Stunnel). An initial rollout validated basic, privacy-safe interactions; a second phase expanded simulated scenarios to cover what-if, security, concurrency, failover, performance, and negative tests. The result: 24/7 continuous access to a realistic test environment with zero impact on live government services, enabling earlier, faster, and more complete testing and greater confidence in production transactions.
