Wellington City Council faced a challenge in its public engagement process, as residents were unsure how to provide feedback and lacked confidence that their input would be valued. The council approached vendor PaperKite to explore a digital solution, beginning with an Inception Workshop to align on the problem space.

PaperKite implemented an intensive four-day Design Sprint to define a solution, build a prototype, and test it with users. This process provided WCC with early feedback to validate their concept and secured funding to develop the prototype into a light MVP. The solution aimed to build long-term trust with residents by creating a simple, low-touch platform for conversation. PaperKite helped the council adopt a 'test and learn' approach to refine the product and prove the value of the new digital feedback loop.
