The University of Pennsylvania, a large, distributed institution serving nearly 25,000 students, faced a chaotic web ecosystem: each school and center picked its own CMS and hosting, producing many one-off sites, custom builds, and multiple contracts to manage. Penn sought a single hosting and website-management solution to reduce IT overhead, enforce best practices, simplify administration and budgeting, and provide consistent development workflows across campus.

Penn standardized on Pantheon, rolling existing agreements into one university-wide contract and adopting Pantheon’s dev-test-live workflows and Multidev environments. The result: fewer custom CMS instances to support, easier purchasing and reporting, minimal support overhead thanks to a self-service platform, and more efficient use of staff and budget—while enabling innovation like a Drupal upstream for campus sites and new data-driven services.
