Val Verde’s MTSS Approach Measure, Understand, and Act on Data

Val Verde Unified School District (VVUSD), serving about 20,000 students with a graduation rate over 96%, sought to deepen equity by pairing academic supports with climate, culture, and social-emotional learning (SEL) supports across its MTSS and PBIS frameworks. To measure student perceptions and guide interventions, VVUSD partnered with Panorama Education and used the Panorama Social-Emotional Learning Survey to surface district- and student-level SEL data.

Panorama Education’s SEL survey data and reporting tools were used by teachers, instructional coaches, and PBIS coordinators to set universal Tier 1 supports, identify students for Tier 2 supplemental help, and target intensive Tier 3 interventions. By comparing district averages to Panorama’s national benchmarks and using student-level reports, educators could act on specific needs—resulting in routine data review, more explicit SEL instruction, and reported successes such as reaching a high-need foster student with an IEP through data-driven intervention.
