How to Get Started Addressing Disproportionate Discipline

San Bernardino City Unied School District, the eighth largest district in California serving 50,000 students across 76 schools, faced a pressing challenge with disproportionate discipline rates for African American students. To better centralize and act on climate and behavior data, the district partnered with Panorama Education and used Panorama’s Social-Emotional Learning and Data Analytics tools and surveys to collect school climate, SEL, and disciplinary data.

Panorama Education supported SBCUSD in implementing a four-step data protocol—research and review data, recall practices, reflect and make connections, and plan and take action—using Panorama reports, Data Inquiry templates, and Student Support Plans. Panorama’s analysis revealed measurable gaps (African American students in grades 3–5 scored 7 percentage points below average on Fairness of Rules and 10 points below on Sense of Belonging), prompting targeted professional development, culturally responsive practices, and school-level action plans to reduce discipline disproportionality and improve student belonging.
