Case Study: Yebes Council achieves a secure, stable, high-performance municipal network with Palo Alto Networks PA-500

The Yebes Council protects its networks to provide good service for the municipality

Yebes Council, the municipal government for the twin urban centers of Yebes and Valdeluz in Spain, faced an unstable, attacked network that left the Town Hall website repeatedly targeted by DoS attacks, wasted bandwidth, and offered no application-level traffic control. The existing setup of multiple Linux firewalls could not meet performance or security needs for public Wi‑Fi, municipal services and backhaul between sites 8 km apart.

Working with CCS Consultores, Yebes deployed a Palo Alto Networks PA-500 next‑generation firewall and virtual routing across eight networks, integrating WiMAX trunks and access points and using GlobalProtect SSO for endpoint control. The implementation simplified the design, reduced failure points, improved throughput and latency (2–3 ms at 10 km, consistent 40 Mbps), enabled granular app and user visibility, stopped DoS attacks, removed endpoint antivirus, and delivered better web control—with payback on the infrastructure investment estimated in under a year and plans to add a second PA-500 for high availability.
