Stronger Christchurch Infrastructure Rebuild Team (SCIRT) was created to manage the massive repair of Christchurch, New Zealand’s horizontal infrastructure after the devastating 2010 and 2011 earthquakes. With thousands of damaged assets and significant uncertainty around repair costs, the team needed a way to estimate the full program budget accurately and give government funding agencies confidence in the numbers. Palisade’s @RISK was used for infrastructure cost estimation.
Using Palisade’s @RISK, SCIRT modeled repair costs with probabilistic distributions, accounted for uncertainty across assets, and correlated key inputs to better reflect total program risk. The approach helped decision makers understand the range of outcomes and move forward with greater confidence. SCIRT ultimately completed its $2.2 billion, 700-plus project program, and its estimate was reported to be within 1–2% of the final spend.
