A Palisade Case Study
The Kuwait Environment Public Authority (KEPA) faced the challenge of building a national air emissions inventory and countrywide air‑quality modeling capability despite poor, inconsistent industry recordkeeping and many missing parameters. Consultants from the United Nations Development Programme used Palisade’s risk analysis software @RISK to move beyond single static estimates and capture the full range of possible emission outcomes for KEPA’s new air quality regulations and Kuwait Implementation Plan.
Using Palisade’s @RISK and Monte Carlo Simulation, UNDP modeled uncertain inputs (release rates, flow, temperature, stack dimensions) with binomial, triangle and other distributions to produce probabilistic exposure and contribution estimates, outputting year‑by‑year PDFs and comparative statistics. The analysis showed, for example, a plant could contribute up to 4% on a worst day but less than 2% 95% of the time, and demonstrated a 15% overall decrease in SO2 in one model; these results helped KEPA target monitoring needs and justify regulatory decisions.
