Case Study: The City of Calgary achieves fairer utility pricing with PA Consulting

Using IT pricing and sourcing knowledge to ensure consumers are charged fairly for utility costs

The City of Calgary worked with PA Consulting to review pricing in an IT outsourcing contract tied to a regulated natural gas and electric utility. The challenge was to determine whether consumers were being charged fairly for IT services included in a rate case submission.

PA Consulting provided benchmarking, outsourced IT contract pricing analysis, and rate case testimony, along with a business case built on global services insights and analytics. The Alberta Utilities Commission agreed with the City’s position that customers had been overcharged, leading to reduced rates over the 10-year contract and savings of about $10 per average consumer to as much as $263 for high-use customers each year.
