Transport for London (TfL) needed to review its operating activities to support London’s expected growth while keeping costs under control. To help address this challenge, PA Consulting was brought in as TfL’s consultancy partner to provide independent advice across value mapping, organisational design, business change, and benchmarking.

PA Consulting worked with TfL in a joint team to review operating activities and costs, identify opportunities to reduce expenditure, and agree practical solutions with stakeholders. The engagement uncovered £160 million per annum in savings opportunities, contributing to a total potential £2.4 billion in savings across TfL’s nine-year business plan and helping free up funding for essential frontline services.
