Case Study: UK Ministry of Defence achieves rapid deployment of critical military capability with PA Consulting

Procuring a complex and time-critical UOR

The UK Ministry of Defence worked with PA Consulting to procure the Talisman programme, a complex military capability needed to increase protection for forces in Afghanistan. Faced with a large, urgent, and highly complex Urgent Operational Requirement (UOR), the MOD needed support to deliver armoured vehicles, weapons, sensors, and communications systems under very demanding timescales.

PA Consulting created an innovative delivery organisation, developing and implementing a new procurement approach, helping run and mobilise the programme management office, and advising on the supply-side commercial model. The result was the delivery of Talisman in less than two years instead of the typical six to eight years, with the capability now deployed in Afghanistan protecting UK forces, and the approach being reused in other MOD procurements.
