PA Consulting worked with the Los Angeles Department of Water and Power (LADWP), the largest municipal utility in the US, to help it prepare for the future through more effective strategic planning and performance management. LADWP faced major challenges from rising regulatory demands, changing customer expectations, aging infrastructure, and the need to train a new generation of employees.

PA Consulting developed a long-term strategic plan using quantitative prioritization and readiness assessment to identify critical focus areas and the value they could deliver, helping LADWP define seven strategic objectives and related initiatives. PA Consulting also built a performance management dashboard to evaluate 11 support and customer service functions, identifying seven improvement areas with the greatest potential impact on customer rates.
