Agder Regional Authority, facing the merger of East and West Agder counties in Norway, needed to decide on the best IT operating model for the new regional body. PA Consulting helped assess whether to keep an in-house model or use an external shared services approach, using its benchmarking tool alongside stakeholder interviews and workshops.

PA Consulting compared the two existing IT organisations against data from 80 Norwegian authorities and consulted more than 70 stakeholders. It concluded that the external shared IT organisation was the best fit, enabling faster digitization, greater use of software-as-a-service, and a path toward common software across municipalities and departments. The result was a clear, agreed IT model to support more efficient, joined-up digital services for residents.
