Improving the performance of Malaysia’s energy sector

The Economic Planning Unit (EPU) of the Prime Minister’s Department in Malaysia worked with PA Consulting to develop a new national energy policy as part of the Tenth Malaysia Plan. The EPU needed support in shaping policy for the energy sector, including environmental governance, and in reducing Malaysia’s reliance on imported energy.

PA Consulting helped define a new energy strategy across five policy areas, covering energy supply options, efficiency, market regulation, subsidy reform, and a phased transition plan. PA Consulting also produced a 12–18 month action plan for implementation. The resulting policy was designed to improve Malaysia’s economic performance, strengthen energy security, cut carbon emissions, and improve social assistance delivery.
